Elevation and Covert solve different problems. Start with Elevation for a light hooded top; start with Covert when fleece warmth and secured pockets are the need. Buying both only makes sense if each has a clear place in your outfit.

The hood check changes with the model
For Elevation, inspect the interior appearance: Shorty objected to its bright hood lining. For Covert, test the raised face covering: Roth found it tight. These are offer- and wearer-specific concerns, not reasons to reject every garment bearing either name.
The official Elevation and Covert descriptions establish mesh versus fleece roles. Neither is verified here as a waterproof shell.
Compare them in the outfit where they belong
Try Elevation as the light top you would wear while moving. Try Covert over the base layer you intend to use. Judging both against bare skin alone misses the reason for their different constructions. Check head movement in each configuration and keep any uncomfortable face-covering position out of your plan.
